First SBMA visit and welcome letter received

First visit to the Subic Bay Freeport (SBMA) and a meeting with SBMA executives. A welcome letter was received within a day. In the welcome letter, HFP was described as a "game changer."

Project information sharing with DENR is progressing via SBMA, creating a point of contact with the ministry that oversees waste administration.

Direct meeting with the SBMA Chairman, letter of intent (LOI) officially accepted, local joint venture (JV) established

A direct meeting with the SBMA Chairman confirmed acceptance of the project. LOI officially accepted, sealed by the Chairman's office, with document number registered. A JV structure was established with a local partner that has a network across the Philippines.

Dialogue with multiple LGUs (local government units) has already begun. A foundation for expansion is broadening beyond SBMA.

Mabini Municipal Council (Davao de Oro) formally resolves to install a facility

The Municipal Council (Sangguniang Bayan) of Mabini, Davao de Oro, Mindanao, adopted a formal resolution (Resolution No. 206-2026) recommending the installation of an HFP waste-treatment facility. With all councilors including the Vice Mayor present, it was approved with "utmost urgency." It is positioned as a public-private partnership under the PPP Code (Republic Act No. 11966). A 5-hectare site has been secured.

We held a second direct meeting with the SBMA Chairman and discussed how to take the project forward.

On 29 June 2026 we formally submitted our proposal for a solid waste treatment facility to SBMA.

Official response letter received from SBMA

On 2 July 2026 we received an official response letter from the department in charge at SBMA. The matter was circulated to three relevant departments within SBMA.

Basic agreement signed with our technology partner

We signed a basic agreement on joint business with the technology partner responsible for the gasification and reforming of waste. Under the division of roles, the technology partner covers technical specifications, safety conditions, performance and design supervision, while HFP handles negotiations with national and local government, permitting, financing and business operations.

Entered formal review by the SBMA Planning and Development Department

On 28 July 2026 the project entered formal departmental review by the SBMA Planning and Development Department. Preliminary findings were issued on consistency with land use plans, clearing the first hurdle of the review. In that letter, SBMA refers to the facility as a "Non-Incineration Waste Management Facility".

Government Tailwind

Answering the demand urbanization creates, as surrounding infrastructure

In the Philippines, waste treatment is the responsibility of the LGUs (local government units). Yet for 25 years, many LGUs had neither the budget nor the means.

Urbanization in the Philippines is accelerating. Large-scale housing development, including the 4PH (Pambansang Pabahay Para sa Pilipino) national housing program, is advancing across the country, concentrating population.

Urbanization creates demand for waste treatment and energy. HFP answers that demand as surrounding infrastructure.

Handing LGUs the means to treat waste — that is our role.

* HFP is not a component of the 4PH program. What we hold is a letter of intent (LOI) from SBMA; we have no contractual relationship with 4PH or DHSUD.

Phase 0 NOW

SBMA Unit 1

Letter of intent (LOI) officially accepted and a local joint venture (JV) established. On 28 July 2026 the project entered formal departmental review by the SBMA Planning and Development Department. We are now selecting candidate sites and preparing design and permitting. A site within SBMA has not been secured and funding has not been disbursed.
Why start at SBMA
SBMA is a special economic zone (freeport) under the direct jurisdiction of the Philippine government. It is a hub with established regulation, fast decision-making, and converging foreign investment. Here we bring Unit 1 into commercial operation and make its operating data a foundation of trust for the next stage.
Intake scale
Phase 1: waste intake of about 124 t/day. After pre-treatment, about 98 t/day is fed to the reactor, i.e. a plant in the 100 t/day class. Phase 2: expansion toward a 200 t/day scale. Residual waste bound for landfill within the zone is 60–65 t/day, so intake from LGUs outside the zone is assumed.
Phase 1 Concept

Rollout to major cities

Based on the operating track record of Unit 1, we will consider expansion to major cities. We deepen relations with LGUs and establish our place as a member of the community.
Phase 2 Concept

Grid rollout in metropolitan areas

A stage addressing the waste problem of the Philippines' largest economic region. Scale and timing will be judged on the operating results of Unit 1.
Phase 3 Concept

Grid rollout across the three island groups

A future vision covering Luzon, Visayas, and Mindanao, with a model for horizontal expansion into Southeast Asia in view.

* The scale and timing of Phase 1 onward are not fixed. They are a future vision premised on the operating track record of Unit 1 and adoption into government policy.

Our Principles

The Philippines takes the lead

Filipinos operate the facilities. Leaving capability, jobs, and industry in the country is the purpose of this project — a story of pride, not pity.

Measure, then disclose

Emissions are measured continuously and the results disclosed. Keeping operating data in a form that can be disclosed is what backs the next step.

State where we actually stand

We do not describe as settled what is not settled. Putting something in writing is not the same as fixing it, and official acceptance is not a permit.
