* Dialogue with LGUs is aimed at securing feedstock for the first unit. Residual waste bound for landfill within the zone is only 60–65 t/day, short of the roughly 124 t/day intake in Phase 1, so intake from LGUs outside the zone is assumed.
A direct meeting with the Chairman was held, with a positive response. Phase 0 site for Unit 1. A non-incineration waste treatment facility is planned. On 20 February 2026, the Officer-in-Charge of the Service Contracting Office, SBMA Labor Department, personally signed and sealed our English project proposal, expressing support.

The Municipal Council (Sangguniang Bayan) formally resolved to install a facility with all councilors present (Resolution No. 206-2026). Approved with "utmost urgency." A public-private partnership under the PPP Code (RA 11966). A 5-hectare site has been secured.
