The Philippine Waste Crisis

Metro Manila (25 million people) generates 15,000 to 20,000 tons of waste every day. Incineration is effectively banned by law (RA9003), yet no viable alternatives exist.

Of the 1,700 required landfill sites, only 108 have been built. The waste disposal burden on LGUs is PHP 4,000–6,000 per ton. The annual social cost across the Philippines reaches JPY 320.7–556.6 billion.

The technology to solve this problem already exists.
What is needed is a "designer" that connects government, private sector, and communities.

LGU Backup — The Core of HFP's Mission

Under Philippine law, LGUs (local government units) are responsible for waste management.
Yet for 25 years, most LGUs have been unable to fulfill this mandate.
HFP backs up LGUs with technology and infrastructure so they can meet their obligations.

National government, LGUs, international organizations. Legal mandates (RA9003, EPR Act) and public funding (JICA/ADB). Creating the "framework for solutions" and "financing."

Infrastructure Layer

HFP, local JV, local operators. Urban-RIG technology, facility construction, support packages. Delivering the "implementation of solutions."

Barangays, citizens, local businesses, EPR companies. Waste collection, behavioral change, local employment. Achieving "adoption" and "sustainability" of solutions.

Not mega-facilities. A distributed grid of small-scale sites.

HFP does not deploy multi-billion-yen mega-incinerators or large-scale treatment plants.
We place small-scale 200 t/day facilities at the LGU level, forming a distributed grid.
This operates on an entirely different layer from the large-scale projects targeted by major corporations.

Mega-Facilities

Tens of billions of yen in construction costs. Years of permitting. Competitive bidding by large corporations. Central government budgets.
→ This approach has failed to advance in the Philippines for 25 years.

HFP's Grid Model

200 t/day per site. 1/2.5 to 1/6.5 the cost of incinerators. Sized for LGU adoption.
→ Start small, scale nationwide. This is the 290-unit grid.

SBMA Site

SBMA Demonstration Project

We will install the Philippines' first non-combustion waste treatment facility at the Subic Bay Freeport (SBMA).

SBMA is not a "revenue facility" but a "demonstration site." Here we prove the technology, operations, and revenue model, building the foundation of trust for nationwide expansion.
